The Local Government Act 1993 requires councils toadopt a code of meeting practice that is consistent with the Model Code ofMeeting Practice prescribed by the Office of Local Government, within 12 monthsof an ordinary election of councillors. Prior to adopting the code of meetingpractice, councils must place the document on public exhibition for 28 days,and invite submissions for 42 days. At an Ordinary Council Meeting on11 March 2025, Council approved a draft Code of Conduct incorporating thesechanges to be placed on public exhibition. Council received one submission,which did not necessitate any changes to the draft Code of Conduct placed onpublic exhibition. Separately, officers have made one change, to clarify theGeneral Manager’s discretion to consider complaints made outside the3-month timeframe specified in the Procedures for the Administration of theModel Code of Conduct.
This engagement willinclude reviewing performance, costs, and timelines, providing improvementrecommendations, and preparing monthly reports for Inner West Council throughout the project. Options for providing priority access pathways toCouncil-operated early learning centres for children of women residing indomestic violence refuges within the Inner West. The Unspoken Black Hole inHousehold Budgets,supported by the Alliance for Gambling Reform and Wesley Mission. There are five large, registeredclubs and 14 much smaller ones in the Inner West.
Nocommunity engagement has been undertaken in relation to this report. Thedecision to offer the Easement was a direct result from Walking AccessCommission/Outdoor Access Commission as part of the Overseas Investment Officeprocess. Havingconsidered the potential risks and liabilities with accepting these EsplanadeStrips, officers believe that the downside risks have been mitigated as far aspracticable and do not pose additional risks to Council. Furthermore, thepotential benefits for our community in the long-term are tangible, albeit nota priority at this time. CDChas no short-term plans for these Esplanade Strips, however it is an area thatcould be developed further to benefit our community.
In line with theprevious recommendation made by Council for July to be free of meetings, thereare no meetings planned for July 2025. The Council decidesits meeting schedule ahead of the next calendar year. Meeting dates arethen published, which is a requirement of the Local Government OfficialInformation and Meetings Act. For the Council to approve the schedule of Council and Committee meetings for the period January to December 2025. Producingthis report is a legislative requirement and the Dog Control Act does notinclude any climate change provisions.
Single storey brick and cement tile residence.The house presents with a symmetrical façade incorporating centrally placed entrance flanked by window openings. A Planning Proposal provides the opportunity for public benefit through the provision of affordable housing which should be utilised in this instance. The Panel notes the offer of the applicant to provide 10% of apartments as affordable housing for a period of ten (10) years. The Panel appreciates that this is not consistent with Council’s adopted Policy which requires the provision of 15% affordable housing in perpetuity. With regard to 3a, it should be clarified that the Sydney Airport OLS is not an absolute constraint on development and can be exceeded in consultation with the relevant Federal Government authorities. However, removal of the HOB control for the site would create uncertainty in the Planning Proposal assessment process and for the community.
